Singapore Citizen households

Home Improvement Programme (HIP): Flats built up to 1986 which have not undergone the Main Upgrading Programme are eligibile for the HIP. There are 3 main components of works under the HIP: the Essential, Optional and Enhancement for Active Seniors (EASE) Improvements. The HIP helps you resolve common maintenance problems of ageing flats such as spalling concrete. HIP works are carried out in a systematic and comprehensive way to minimise inconvenience to you. Government fully funds the essential improvements and subsidises a major portion of the optional improvements under HIP. These are the cost-sharing ratios and estimated amounts payable:

Similarly, Enhancement for Active Seniors (EASE) is highly subsidised by the Government. If a resident selects all the EASE items, the cost would be about $2,500. As the Government subsidises up to 95% of the cost, Singapore Citizens would only need to pay from $125 to $312.50.

Lift Upgrading Programme (LUP)

All flat owners who stand to benefit from the lift upgrading will need to pay the upgrading costs.

With the Government subsidising a large portion of the cost and the Town Council paying a portion of the remainder, flat owners will only need pay up to a maximum of $3,000 (subject to GST). The actual cost will depend on the flat type and block configuration. 

Singapore Permanent Resident households

Singapore Permanent Resident households have to pay the full upgrading cost for noth HIP and LUP. For optional improvements, they need not pay for items that they have opted out of.

However, they can be reimbursed with the upgrading subsidy and convert their interest scheme from market interest rate to a concessionary interest rate if a flat owner obtains Singapore citizenship within 1 year from the date of billing under these Reimbursement for Upgrading Subsidy scheme and Conversion of Interest Rate scheme. 

The Neighborhood Renewal Programme (NRP) focuses on block and precinct improvements, and is fully funded by the Government (regardless residential status).
